They are published to seek views on proposals and to allow the opportunity for comment. Anyone can respond to consultation papers within the time period given for comment.
How to respond
Once you click on a current consultation from the list you will be taken to its homepage.
Here you have various options. You will be able to read a summary or read and download the entire consultation in PDF format. You can also read the accompanying Impact Assessment document. When you are ready to express your views you can click 'Respond online' to give your views.
